We visited Siaowulai back in Mar 2007. There was nothing much around the area but we ended up staying in Siangshan Spa and Lodge which provided both campsite and accomodation. It is located by the river, during better season you are able to get to the river from the lodge. For the price we paid for the campsite we were allowed to use the hot-spring. They have both indoor and out door hot spring. The owner of the area was very friendly and they allow to camp indoor due to foul weather.
